You should check google maps for the connection and then buy you ticket on troms billet app.
Rome2Rio works also pretty well to find your way through the public transport system of Norway.

And there is a cheap option for express-boat trips to Harstad: The saturday-one-way ticket. But this can only be bought on Saturdays. Not in advance.
